A National Permit (NP / All-India Tourist-type for goods, authorised under Sec. 88(12) of the MV Act) issued to a goods carriage of GVW typically 12,000 kg (post-2016 ceiling of 15,000 kg GVW is widely referred to in practice) that lets the vehicle operate across multiple states on a single composite permit, in lieu of counter-signatures from each state. Issued by the home-state RTO on payment of the composite fee (currently ~₹16,500 p.a. in most states) that the state apportions to the other states on the route.

For a commercial goods-carriage claim where the loss occurred OUTSIDE the home state: verify (i) NP number and validity on DOL (NP is renewed annually with composite-fee receipt — ask for the current year's receipt separately), (ii) the state of loss is listed on the NP endorsement at the back, (iii) the goods class matches the NP (an open-body NP cannot carry hazardous substances without a separate hazardous-goods endorsement). An expired or route-unauthorised NP is a statutory violation — insurer can repudiate or Pay-and-Recover.
