A separate endorsement on a HGMV / HTV driving licence, authorising the holder to drive a vehicle carrying hazardous substances as defined in Rule 9 of the Central Motor Vehicles Rules, 1989 (petroleum, LPG, acids, bases, oxidising / toxic / corrosive / flammable chemicals, explosives, radioactive material). Issued by the RTO ONLY after a PESO-approved training course (typically a 3-day residential programme) with a certificate; the endorsement must be refreshed every ONE year.

HGMV / HTV driving licence पर अलग endorsement — Central MV Rules 1989 के Rule 9 में परिभाषित hazardous पदार्थ (पेट्रोलियम, LPG, acids, bases, oxidising/toxic/corrosive/flammable chemicals, explosives, radioactive material) ढोने वाले वाहन चलाने की अनुमति। RTO सिर्फ़ PESO-approved training course (आम तौर पर 3-दिवसीय residential कार्यक्रम) और certificate के बाद जारी करता है; endorsement हर एक साल में refresh ज़रूरी।

Policy wording sample"Where the insured vehicle is a Hazardous Goods carrier within the meaning of Rule 9 of the Central Motor Vehicles Rules, 1989, the person driving the vehicle shall at all times hold a Driving Licence endorsed for the carriage of hazardous goods, obtained after a training course of a type specified under the said Rules, with a refresher training completed within the preceding twelve months. Breach of this condition shall render the claim liable to repudiation."

Verdict

For every tanker / LPG bowser / chemical carrier claim: confirm the DRIVER (not just the owner) has this endorsement, the PESO training certificate on file, the ONE-YEAR refresher receipt current. Missing endorsement or expired refresher = statutory breach, direct Pay-and-Recover ground for TP + repudiation possible for OD. Also check the vehicle's own hazardous-goods carriage endorsement under Rule 129-137 of CMVR.

हर tanker / LPG bowser / chemical carrier claim में confirm करें कि DRIVER (सिर्फ़ owner नहीं) के पास यह endorsement है, PESO training certificate file में है, एक-साल का refresher receipt current है। endorsement गायब या expired refresher = वैधानिक breach, TP में सीधा Pay-and-Recover ground + OD repudiation possible। गाड़ी का CMVR Rule 129-137 के तहत hazardous-goods carriage endorsement भी check करें।
