Verdict

Collect — hazardous-vehicle permit, PESO licence of the consignor, trip-ticket / consignment note, route plan if required for the substance class. If loss occurred on an unauthorised route (e.g. a residential inner-city road at night that the permit forbids), insurer may deny. For claims where the fire or spill damaged third-party property, the TP claim is virtually certain to attract Pay-and-Recover against the owner / driver.
